Can I use foundation to make my face look thinner instead of blush?

If not, can I use foundation to even out my skin and use blush to make my face look thinner? Also, what color eyeshadow would look best to make my eyes pop and goes great with my skin tone? I would like to use the eyeshadow as eyeliner since all eyeliners smudge. you can use foundation to make your face look thinner but it only works in some cases , i would go with a sparkly silver or black.
